Review on the fraud claims for long-term care services by the COMSN in Japan and Its¡¯ implications to Korean LTC Insurance System

Abstract

Since the Long-term Care(LTC) Insurance System started in April 2000, not only local governed bodies or social work corporate bodies but also non-profit organizations or private enterprises had started to participated as the LTC service providers. According to this change, the revocation rate of designation as the LTC service providers had been increased. The fraud by COMSN co., Ltd. as LTC service provider came as a deep shock to service users and their families as well as the care service industries in 2007. Therefore, Japanese government reinforced the regulation to inspect service providers not to commit fraud claims and against the rules, and also prepared adequate plan to ensure sustainability of service utilization in May 2008. In this article, we reviewed a case of COMSN¡¯s fraud claims for LTC services and the Government¡¯s responses to prevent it and discussed implications to Korean LTC Insurance System.
